Ensuring Every Child Learns: New Framework for Out-of-School Learners and School Attendance Exemptions

Recently, the South African Department of Basic Education (DBE) held a National Task Team meeting focusing on crucial aspects of inclusive education and ensuring no child is left behind. Ms. Christinah Banyini from the Inclusive Education Directorate presented a comprehensive framework regarding exemptions from compulsory school attendance. This framework adopts a rights-based, child-centred approach, emphasising that exemptions should only be granted in truly exceptional circumstances. The framework includes provisions for reasonable adjustments, alternative learning arrangements, and ongoing monitoring, particularly for learners with significant disabilities. Furthermore, Mr. Makoba from the DBE’s Directorate of Strategic Planning introduced a reporting template designed to support the implementation of these guidelines. He stressed the need for thorough documentation of activities, setting clear short-, medium-, and long-term goals, and monitoring outcomes with solid evidence. Risk management was also highlighted. Team members were encouraged to collaborate, agree on responsibilities, and participate in ongoing evaluation to address any gaps in current reporting practices, ultimately refining objectives and strengthening progress tracking.
